Summary of Duties
This is a network-wide generic position reporting to the Program Manager, Mission Common Services or other senior officer. This position is the mission’s primary point of contact for all common services provided either directly at the mission or through a Common Service Delivery Point (CSDP). Supervises one or more Common Service Assistant(s) (CSA).

Accountable for the provision of mission specific common services to mission clientele in addition to the coordination of regionalized common services requests from the mission to the CSDP. Responsible for delivery of more than one of the following common services: finance, human resources, management of information and documentation of the service(s) in accordance with established policies, guidelines and procedures.

Area of selection/Eligibility
Open to external applicants (who hold a valid work/residency permit and reside in the UAE during the hiring process; in addition, the selected candidate must provide a local address as proof of UAE residence) and to employees occupying an indeterminate or term position at the Embassy of Canada in Abu Dhabi or the Consulate General of Canada in Dubai, who meet all of the essential qualifications and whose applications are received by the closing date.

Please note: Relocation expenses will not be paid in any circumstance, and candidates with a tourist or visit visa are not eligible.

Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and Curriculum Vitae (CV) how they meet each of these essential qualifications.

Education:
University degree from an accredited university (or an equivalent combination of a professional
diploma combined with a relevant job role in finance and/or human resources).

Language:
Fluent* in (speaking, reading, and writing) English.
Fluency will be assessed by a variety of means including written assessment and interview.

Experience:
Recent** experience working in an office setting for an international organization, a company with more than 50 employees, or a diplomatic mission.

Minimum three (3) years’ recent** experience working in an office environment in an operational capacity with evidence of at least one of the two (2) following as a central part of the role  responsibilities:
Financial management and budget reporting;
Human Resources activities.
Minimum three (3) years’ recent** experience working in an office environment in an operational
capacity with evidence of two of the following as part of the role responsibilities (one (1) if experience in both areas in the previous bullet is evidenced):
Implementation of company procedure/practice;
Internal/external communications;
Client service/liaison;
Property/asset management;
Event/visit management.
** “Recent” is defined as within the last five (5) years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge/Abilities/Competencies:
 Knowledge of general administrative practices and procedures;
 Knowledge of budgeting and financial control principles;
 Strong analytical skills, including financial analysis and attention to detail;
 Knowledge of general human resources principles and procedures;
 Advanced computer skills, including in Microsoft Outlook, Word, PowerPoint, and Excel;

 Ability to manage multiple tasks, prioritize, and work under pressure to meet deadlines;
 Effective interactive communication – oral and written (with internal/external stakeholders);
 Professional integrity – ethical and sound judgement within a global context, discreet (able to handle
sensitive and confidential information with diplomacy);
 Flexibility and adaptability;
 Intercultural proficiency – the ability to interact effectively and respectfully with people from diverse
cultures; and
 Teamwork – able to work as part of a team within a hierarchy.

Asset Qualifications
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates
must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
 Work experience in Canada or in a Canadian organization;
 Human resources management experience in the United Arab Emirates;
 Professional accounting and/or human resources designations;
 Advanced ability to communicate in French (reading, writing, and speaking); and
 Experience supervising staff.
Operational Requirements
 Ability to work overtime on occasion when operationally necessary;
 Ability to travel (within the UAE); and
 Vacation time, particularly during March and April, may be restricted due to operational requirements.
Conditions of Employment
 Able to obtain and maintain a Government of Canada Reliability Status clearance;
 Must be a resident of the UAE at the time of hire and must be eligible to work in UAE;
 Valid UAE work permit and no impediments to maintaining one; and
 Successful completion of a medical check-up by a mission-approved physician.
